Off-Duty Officer Killed Outside Philadelphia After-Hours Lounge as Manhunt Continues

The Philadelphia off-duty officer shooting that unfolded in the pre-dawn hours Sunday has left one member of the department dead, another man hospitalized, and investigators still searching for the person who fired the shots.

The killing has also drawn scrutiny to the establishment outside which it occurred, a lounge that city records show has repeatedly run afoul of regulations.

What Police Found on Elmwood Avenue

Officers responded shortly before 4 a.m. to the 7200 block of Elmwood Avenue in Southwest Philadelphia. Upon arrival, they discovered two men suffering from gunshot wounds outside an after-hours lounge.

Police Commissioner Kevin Bethel confirmed that one of the wounded was a 29-year-old off-duty officer assigned to the 12th District. Police sources identified him as Alhassane Barry.

The second victim was a 35-year-old man who had been struck multiple times.

Both were rushed to Penn Presbyterian Hospital, where they underwent surgery. Barry did not survive his injuries.

A Somber Scene at the Hospital

Family members and fellow officers assembled outside Penn Presbyterian as Barry’s body was escorted out of the facility and placed into an ambulance, the kind of procession that has become a familiar and painful ritual for police departments.

Bethel spoke about the department’s immediate focus, saying officials were present to support the officer’s family and the men and women serving in the 12th District.

According to a social media post, funeral arrangements have been scheduled for Monday. A viewing is set for 11 a.m. in Philadelphia, followed by a prayer service in the afternoon.

What the Surveillance Video Shows

Footage obtained by local news captured portions of the sequence outside the lounge, though it leaves the central question unanswered.

The video shows a commotion developing in front of the establishment. A police vehicle can be seen driving past moments before a physical altercation breaks out among those gathered outside.

Gunshots follow, and people scatter from the area. In one notable moment, an individual appears to return to the scene, crouch down, retrieve an item from the ground and then flee in the opposite direction.

That detail may prove significant to investigators, though authorities have not said what the person picked up or whether they have identified anyone from the footage.

No Clear Motive

Bethel was candid about how much remains unknown. He said the shooting occurred outside the lounge but that investigators do not yet understand what preceded the incident or what triggered the gunfire.

Whether Barry was involved in the initial altercation, attempted to intervene in it, or was simply present when the shooting began has not been established publicly.

Questions About the Lounge Itself

The establishment has operated in the neighborhood for several years, according to residents. One person in the area described it in unremarkable terms, characterizing it as a place where people go for a few drinks and to socialize.

City records paint a more complicated picture. A property search through the Department of Licenses and Inspections shows that inspectors have issued multiple violations at the location since 2021.

Among those violations is a finding that the business lacked the proper zoning or use permit required to operate as an after-hours lounge.

Authorities have indicated the venue itself will be part of the investigation. Bethel said the department intends to conduct a complete inquiry covering everything that led up to the shooting as well as matters connected to the location.

Investigators are also examining why the off-duty officer was present at the establishment.

Evidence Recovered, Suspect at Large

Police recovered a handgun at the scene along with several spent shell casings, physical evidence that will be central to the forensic side of the investigation.

As of Sunday, the shooter remained free. Authorities have appealed to the public for assistance, asking anyone who witnessed the incident or who captured video of it to contact investigators.

In a case that unfolded outside a busy venue in the early morning hours, witness accounts and cellphone footage often provide the details that surveillance cameras miss.

A Department in Mourning

The loss of an officer, particularly one killed while off duty and outside the context of an assignment, carries a distinct weight within a police department. Barry was 29 years old.

For the 12th District, Monday’s services will mark the beginning of a grieving process that will continue well past the funeral. For investigators, the more immediate task is identifying a gunman who disappeared into the darkness of a Southwest Philadelphia street before officers could reach the scene.
