A Deadly Blast Near Moscow

A car bomb in the Moscow region killed a senior Russian general responsible for heavy ammunition supplies to the army, according to multiple reports. The explosion took place in Balashikha and killed the vehicle’s driver.

Reports identified the victim as Damir Davydov, who headed the Russian defence ministry’s missile and artillery branch. Authorities later discovered a second car bomb in south-west Moscow and detonated it in a controlled blast.

Such killings have become a recurring feature of the war. Throughout the conflict, several high-profile figures tied to Russia’s war effort have been assassinated, with Ukrainian security services either claiming responsibility or being accused by Moscow.

Fuel Crisis Sparks Panic Buying

Ukrainian strikes on Russian energy infrastructure are increasingly disrupting daily life far from the front lines.

In the Krasnodar region, the governor said fuel supply problems had triggered panic-buying among residents. The pressure on deliveries has spread across several southern regions as well as Russian-held Crimea. Emergency services in Krasnodar only recently managed to put out a fire at an oil depot in Ust-Labinsk, which had burned since a Ukrainian drone attack over the weekend.

Governor Veniamin Kondratyev blamed the rush on fear rather than genuine scarcity, saying that anxiety over shortages in nearby regions had pushed many people to stockpile gasoline, creating an artificial panic.

A Wave of Drone Strikes Across Southern Russia

Overnight drone attacks struck multiple Russian regions, hitting fuel and energy targets:

  • In the Rostov region, the governor said a Ukrainian drone sparked a fire in a fuel tank in the Millerovsky district near the border, with no immediate reports of casualties.
  • In Dagestan, explosions rocked the town of Kizilyurt after a gas pipeline blew up, with the fire believed to have engulfed a gas distribution station.
  • In the Samara region, the city of Novokuibyshevsk came under drone attack in the early hours. The area hosts an oil refinery run by state energy giant Rosneft, and the governor said local airspace had been closed.

Brussels Targets Russia With Fresh Sanctions

The European Union is preparing another round of measures designed to squeeze Moscow’s finances and military supply chains.

Among the proposals, the bloc hopes to bar Russian soldiers from entering member states. It also wants to keep a price cap on Russian oil at $44 until January 2027, add 30 more “shadow fleet” tankers to a blacklist that already includes 632 vessels, and tighten restrictions on cryptocurrency firms, banks, and oil traders aiding Russia.

For the first time, the sanctions would reach into Russian fish imports, with a possible ban on cod and limits on other species. The EU also plans to block imports of Russian metals, ores, and car parts, and to restrict exports of metals and alloys used in aerospace and defence, including drone components and launch systems.

Notably absent from the list were EU alumina exports, which have drawn scrutiny after investigations revealed that the raw material is shipped from a Russian-owned plant in Ireland to Siberia, where it is smelted into aluminium for Russian factories.

Ukraine’s Path Toward the EU

Alongside the sanctions push, the EU confirmed progress on Ukraine’s bid to join the bloc.

Brussels is expected to open the first set of negotiating chapters, focused on the rule of law and democratic standards, in accession talks with both Ukraine and Moldova next week. Commission President Ursula von der Leyen praised Ukraine’s reform efforts as extraordinary progress and said it was time for the EU to deliver on its side.

Diplomacy and Shifting Alliances

The day also brought a series of diplomatic developments:

  • Volodymyr Zelenskyy met Nordic and Baltic leaders in Estonia, following incidents in which Russian electronic warfare diverted Ukrainian drones into their territory. He pledged to help develop low-cost defences against drones, pointing to similar success in the Middle East.
  • Bulgaria signaled a sharp change in course, with its newly appointed defence minister saying the country would stop supplying arms to Ukraine and urging Moscow and Kyiv to negotiate. The shift follows the swearing-in of a pro-Russian figure as prime minister.
  • The Kremlin played down talk of high-level contact with Washington. Spokesman Dmitry Peskov said no phone call was planned between Donald Trump and Vladimir Putin, though American negotiators continued contacts with both sides. Peskov also dismissed the idea of the EU acting as a mediator, calling any attempt to set conditions on Russia unacceptable.

Taken together, day 1,568 highlights how the war is being fought on multiple fronts at once, from targeted killings and drone strikes deep inside Russia to the economic and diplomatic battles playing out across Europe.
