The In-N-Out shooting video released by the Twin Falls Police Department documents an August 1 attack in Idaho that killed three people and wounded seven. What stands out in the footage is not only the violence but the number of ordinary people who moved toward it rather than away.

The compilation traces the gunman’s route through the area while also capturing something the initial reports could not fully convey: bystanders pulling people to safety, treating wounds and attempting to intervene directly.

How the Attack Unfolded

According to the footage, the shooting began at the drive-through window of the fast food restaurant. The gunman then parked and fired at additional people before moving on foot through the parking area and continuing toward a nearby visitor center.

The casualties were spread across three distinct locations:

• Inside the restaurant, one person was killed and one wounded
• Near the visitor center, one person was killed and three wounded
• Outside the restaurant and along Blue Lakes Boulevard, one person was killed and three wounded

The geographic spread explains much of what followed, both in terms of how many separate groups of people found themselves in danger and how difficult the scene was for arriving officers to assess.

What the Bystanders Did

The video shows civilians taking on roles that would normally fall to emergency responders who had not yet arrived.

People can be seen helping employees and customers evacuate the buildings. Others stopped to provide medical aid to those who had been shot, working in an environment where the threat had not been neutralized.

Several individuals identified as former or off-duty law enforcement officers acted during the attack, both assisting those on the ground and attempting to subdue the gunman.

One moment in particular stands out. An employee from the visitor center is captured trying to draw the shooter’s attention away from a group of coworkers evacuating along a walking trail. It was a deliberate choice to become a more visible target so that others could get clear.

Where the Footage Came From

The material released by police was assembled from multiple sources.

Much of it comes from surveillance systems belonging to businesses in the surrounding area, which captured the gunman’s movements from different angles. That is supplemented by body camera recordings from officers who arrived and pursued him.

Combining those perspectives allowed investigators to reconstruct a continuous timeline across a scene that spanned several properties.

The Response Timeline

Officers reached the location within three minutes of the first calls, a fast response by any standard.

Establishing what they were dealing with took far longer. It required roughly 90 minutes for police to confirm that only one person was responsible. In an incident spread across multiple sites with victims in different locations, reports from panicked witnesses can easily suggest several attackers.

The volume of incoming calls illustrates the chaos. Dispatchers fielded 163 calls in the first hour alone.

Investigators believe the gunman acted by himself.

The Victims

Three people died in the attack. They have been identified as:

• Dale Schultz, 66

The names of those wounded are being withheld unless the individuals themselves consent to their release, a decision that leaves control over that disclosure with the people affected.

Police have stopped using the gunman’s name publicly. The stated reasoning is straightforward: they do not want to hand him the notoriety that attention can provide.

That approach has gained traction among law enforcement agencies in recent years, driven by research suggesting that extensive coverage of perpetrators can influence others. The alternative is to keep the focus on the victims and on the people who acted to protect them.

No motive has been established.

Releasing video of this kind is always a difficult call. It carries risk of retraumatizing survivors and of turning a tragedy into content.

In this instance, the material serves a documentary purpose. It establishes what happened across a complicated scene, and it preserves a record of choices made by people with no obligation to make them.
