Asked Friday why he would skip the commemoration in his hometown, Trump gave reporters a short answer: because he is going to the Pentagon.

How the Day Will Be Covered

The administration is distributing officials across all three attack sites.

Vice President JD Vance is expected to represent the White House at the New York ceremony, according to a senior administration official. Additional officials will travel to Shanksville, Pennsylvania, where United Flight 93 came down after passengers confronted the hijackers.

That arrangement ensures federal presence at each memorial, though the president’s own location inevitably carries symbolic weight on a milestone anniversary.

A Disputed Explanation

The scheduling decision arrived alongside a contested account of how it was made.

The New York Times first reported that Trump would travel to the Pentagon, writing Thursday that he had originally intended to go to New York but changed course after organizers declined to give him a speaking role. The Ground Zero program traditionally excludes speeches entirely, reserving the reading of victims’ names for family members.

The White House rejected that account forcefully. Communications director Steven Cheung dismissed the report on X as fake news. A senior administration official separately told reporters Friday that the reporting was false, though the official offered no further detail or alternative explanation.

The White House Statement

White House spokeswoman Anna Kelly addressed the anniversary in broader terms.

She noted that Trump, as a New Yorker, has spoken publicly about witnessing the events of that day. On the 25th anniversary, she said, he would remember those killed by terrorists, honor their families, and pay tribute to the first responders who risked their lives to rescue others.

The statement made no reference to the location dispute.

A Pattern Across Terms

Trump’s anniversary attendance has moved around considerably over the years, and the Pentagon is far from an unusual choice for him.

During his first term, he marked the day at the Pentagon in 2017 and 2019, and traveled to Shanksville in 2018 and 2020.

Last year, he appeared at the Pentagon before continuing on to New York City in the evening, where he attended a New York Yankees game that honored the victims of the attacks.

His most recent appearance at the Ground Zero ceremony came in 2024, during the presidential campaign. That event placed him alongside his opponent, then-Vice President Kamala Harris, and then-President Joe Biden. Before that, his last attendance at the New York ceremony had been in 2016.

In 2021, he did not attend the Ground Zero program but visited a fire station and a police precinct in the city.

The Pentagon memorial honors the 184 people killed there and sits within a working military installation, which lends it an institutional and defense-oriented framing.

Shanksville marks the field where passengers fought back, and has become associated with civilian courage rather than institutional loss.

A president’s selection among them inevitably says something, even when the stated reason is as simple as scheduling.

The ceremonies will proceed on September 11 as they have for a quarter century — names read in Lower Manhattan, wreaths laid at the Pentagon, a service in the Pennsylvania field.
